ACTS AND RESOLUTIONS OF THE SECOND SESSION OF THE THIRTY-...

Scarce compilation of the laws passed by the second session of the 38th Congress. The Thirteenth Amendment to the Constitution passed on January 31, 1865, and is present in this document on page 168, thus marking the official announcement of the ending of slavery and the beginning of gathering three-fourths of the state legislatures to make the amendment law. The process took until December 1865, months after Lincoln's assassination.
